Once the main works are fully underway, the MRP is expected to be the largest capital project in Scotland, underscoring its scale and strategic importance. More than just a replacement facility, the new hospital will be the first in Scotland to be designed from the outset to achieve Net Zero carbon emissions—both during its construction and throughout its operational life. This commitment to environmental responsibility places the MRP at the forefront of sustainable development in the UK and sets a new standard for future healthcare projects.
MFMac’s Role in Delivering Excellence
MFMac has played a central role in the legal structuring and delivery of the MRP. From the outset, we have been deeply involved in shaping the procurement strategy and preparing the complex suite of legal documentation required to support a project of this magnitude. The MRP is being procured through a two-stage design and build process, using the Competitive Dialogue procedure—a method that allows for detailed engagement with bidders to refine solutions before final contract award.
The legal framework for the project includes a Pre-Construction Services Agreement (PCSA), an Enabling Works Contract, and ultimately a Main Works Contract, all based on NEC4 documentation. MFMac has been responsible for drafting and finalising these contracts, ensuring they are robust, fit-for-purpose, and aligned with the strategic goals of NHS Lanarkshire.
In April 2025, Laing O'Rourke Delivery Limited commenced work on site under the Enabling Works Contract, following their appointment under the PCSA. MFMac continues to provide ongoing legal support as the project progresses through its two-stage procurement journey. Our team remains closely involved in negotiations and documentation as we move toward agreement on the target cost for the main works and await governmental approval of the full business case.
Subject to these approvals, the Main Works Contract is anticipated to be entered into in 2026, with the hospital scheduled for completion in 2031. The procurement process also includes provisions for certain post-completion services, ensuring continuity and long-term value for NHS Lanarkshire.
