Ewan is a legal director in our Litigation team which is one of the largest and most experienced litigation teams in Scotland.
With a busy public law practice, Ewan's work, as a litigation solicitor, involves regularly representing public sector clients, such as local authorities, the Security Industry Authority and Police Scotland, in licensing appeals at the sheriff courts. He also often acts for the Police and local authorities as the instructing solicitor in judicial reviews and appeals at the Court of Session.
In addition, Ewan represents local authority clients in appeals at the Health and Education Chamber (Scotland). He has also acted for a University Chancellor and students in various University academic and disciplinary appeals,
Ewan's work for Police Scotland also includes bringing public protection actions under the Abusive Behaviour and Sexual Harm (Scotland) Act 2016 and defending wrongful arrest claims and personal injury actions. On occasions he advises other clients about defending personal injury cases too.
In recent years Ewan has also been advising clients in a range of sectors in connection with the separate Child Abuse Inquiries established by the Scottish Government and the Home Office. He has also advised clients called to give evidence at the UK Government's Covid Inquiry and represented the Independent Clinical Review at the Eljamel Public Inquiry. From time to time, Ewan represents businesses and individuals before the Traffic Commissioner and local authority licensing boards and committees.

It is not often that decisions by the Traffic Commissioner are subject to an appeal which ends up before the higher appellate courts and it seems appropriate to comment when this does happen. The most recent such appeal is Coach Hire Surrey Ltd v Traffic Commissioner for London and South East Traffic Area [2021] RTR 20 which was argued before the Court of Appeal's Civil Division in late 2020.
